Overview

A working guide for taking a Swedish data center site from raw land to an energized, leased facility — what to do, in what order, and what it costs when the order is wrong.

The organising idea is stated plainly in the guide: data centre development used to be a real estate business with an electrical problem attached, and is now an electricity business with a real estate problem attached. Every sequencing recommendation follows from that inversion, which is why site selection reads "bid zone first, everything else second".

Sweden is the market where that rule bites hardest, because the zones are not interchangeable. SE1 and SE2 in the north sit in surplus; SE3 and SE4 in the south sit in deficit. The zone you choose sets your power price, your connection queue and your transmission constraint before you have looked at a single site. Electricity taxation gets its own part — the energiskatt på el runs at 36.0 öre/kWh in 2026, and what you actually underwrite is your position against it rather than the headline rate. Waste heat is treated as a genuine second revenue line, which is a Nordic feature rather than a general one.

This edition extracts the Swedish material from the Nordics Edition in full and expands it with Swedish primary sources — Svenska kraftnät's standing as an affärsverk under Förordning 2007:1119, the kommun-level consent that moves your schedule more than anything national, and the rules that were still moving as the edition closed.
