Overview

This is a working document, not a market report. It assumes you are trying to actually build something.

Most data center publications tell you how big the market is. That is a number you can get for free, and it will not help you. This guide tells you what to do, in what order, and what happens when you do it in the wrong order — which, in this business, is usually fatal to the schedule and occasionally fatal to the project.

One organising idea runs through it. Data center development used to be a real estate business with an electrical problem attached. It is now an electricity business with a real estate problem attached. Every sequencing recommendation here follows from that inversion: you do not select a site and then find power. You find power and then select a site.

Four countries throughout — Sweden, Norway, Finland and Denmark, with Iceland in short — because the physics is universal but the regulation is not, and the regulation is what will hurt you.

Research and sources

Material factual figures carry a source and an "as of" date, keyed to 862 numbered references. Regulatory status verified against the competent primary authorities through 25 August 2026; individual source retrieval dates are given at the point of use and are the better guide to how old any single underlying page is. Grid connection, electricity taxation and permitting rules across the Nordic countries are changing faster than any other area of infrastructure regulation, and several items were in active rulemaking, comment or litigation as this edition closed. Where a widely circulated figure could not be traced to a published authority it is labelled as convention or omitted, and Appendix C lists the categories affected. Version 2 supersedes the first release of 14 August 2026; Appendix C records what changed.
